Owners of existing e-bikes have three months to get them inspected and labelled under a new compliance scheme if they want to continue using them legally in public.

The Electrically Power-Assisted Cycle (EPAC) Assurance Scheme will be delivered through authorised bicycle retailers, with inspection and labelling fees capped at $70 and separate arrangements planned for riders in rural and remote areas.

The scheme also provides a pathway for eligible e-bikes and e-trikes that have been designed or modified for people with a disability or medical condition, recognising their role in supporting mobility and independence.

The Department of Transport and Main Roads is working with Bicycle Industries Australia to grow a network of inspection locations across Queensland.

Owners of existing e-bikes have until February 28 to get them verified and labelled to continue being used legally in public.

To support the new reforms, an e-mobility education module for learner driver applicants will also be rolled out through PrepL, the online course people complete to obtain their learner licence.

Launching this month, learner licence applicants will receive education on safe riding behaviours, key e-mobility rules and requirements for legal devices, helping riders safely share the roads and paths with other road users.

Department of Transport and Main Roads Land Transport Safety & Regulation general manager Joanna Robinson said the scheme was an important part of nation-leading reforms.

“The EPAC Assurance Scheme is a practical pathway for riders to have their existing e-bike inspected, labelled and to continue riding it legally,” she said.

“For many Queenslanders, an e-bike is an important way of getting around, and this scheme provides certainty for people who invested in a legitimate device.

“Dangerous, high-powered and high-speed devices will not be eligible.

“We’re drawing a clear line between responsible riders using legitimate e-bikes and the dangerous, high-powered devices that should never have been on our streets and paths”

Bicycle Industries Australia general manager Peter Bourke said it was important the bicycle industry supported the reforms.

“Safe and compliant e-bikes are a fantastic transport solution, and Bicycle Industries Australia strongly supports measures that help riders access products that are safe, legal and fit for purpose,” he said.

“Bicycle Industries Australia is pleased to support the program, which will help e-bike owners understand whether their bike meets the Queensland requirements and gives bicycle businesses an opportunity to provide practical assistance.”
