A proposal for a 16-unit apartment development in Caloundra has been submitted for assessment.

The development application, lodged over a 769sqm site at 20 Bingera Terrace, seeks approval for a material change of use to establish a multiple dwelling within the Caloundra Centre precinct.

The site fronts both Bingera Terrace and Kalinga Street and is close to the town centre and services, in an area undergoing ongoing residential intensification and redevelopment.

A town planning report prepared on behalf of Civic Square Sunny Coast Pty Ltd outlines the proposal.

“The proposed development comprises a high-end medium density – 16 dwelling unit complex,” the report states.

“The site provides an excellent opportunity for increased residential density and is in keeping with the planning scheme intent.”

Each dwelling includes private open space in the form of balconies or rooftop courtyards.

“The design focus is on balancing density with amenity, neighbourhood character, and functional layout,” the report says.

“Key considerations have included maximising sunlight, ensuring privacy, managing waste, and integrating sustainable, high-quality landscaping.”

Vehicle access is proposed via Kalinga Street, with the existing Bingera Terrace access removed, and on-site parking provided for residents and visitors.

Landscaping is a key feature, with deep planting zones and additional vegetation included to reduce urban heat.

“It is the applicant’s vision to revegetate through landscaping areas on the site to create an attractive environment for the residents and subsequently improving surrounding sites visual amenity,” the report states.

No vegetation clearing is required for the development.

Stormwater would be managed through an underground drainage system and detention tanks designed to mitigate runoff, including during major rainfall events.

The site can be connected to existing infrastructure, including water, sewer and electricity, with sufficient capacity available.

The proposal is identified as a consistent use within the medium density zoning under the Sunshine Coast Planning Scheme 2014 and is subject to code assessment.
