An application to build a $182 million townhouse development that would involve construction of a missing road link has been lodged with council.
Azure Development Group has submitted a development application to Sunshine Coast Council proposing a 206-townhouse estate on a 5.2-hectare site immediately to the north of the Sunshine Motorway at Buderim.
A key aspect of the proposal is the extension to Power Road of Goshawk Boulevard, which will serve as the estate’s primary access point and be delivered by the applicant.
The development would also include communal amenities such as a 25m pool, pickleball court, gymnasium, sauna and steam room, work space, lawn areas and a covered lounge and pavilion.
A town planning report on behalf of Azure Project 41 Pty Ltd by Town Planning Alliance states that the development would include 206 two-storey townhouses with between one and four bedrooms.
“The terrace-style townhouses reflect a high-quality and visually interesting architectural design, incorporating a total of 36 different facade types for variation, whilst maintaining a holistic design approach reflective of Azure’s signature architectural aesthetic,” it says.

The net site area – excluding road resumptions and vegetated buffers – is 4.2 hectares, which includes 5630sqm of communal open space. No vegetation on the site is proposed for retention.
It has frontages to three roads: about 380m to the currently unformed Goshawk Boulevard to the north, about 170m to Power Road to the east and about 358m to the Sunshine Motorway.
“The current state of Power Road is an unformed gravel track with no vehicular or pedestrian connection beyond the site’s south-eastern corner,” the report says.

“However, Power Road is identified as requiring future upgrades to facilitate a major vehicle overpass over the highway to allow for a connection to the Sippy Downs Town Centre. It is noted that these works will be carried out by council in the future.
“The proposed development therefore incorporates the necessary land dedication for road widening along the site’s eastern frontage and north-east corner at the intersection for Goshawk Boulevard and Power Road.”
The plan includes 434 car parks – 253 resident car parks in garages, 141 spaces on driveways and 30 dedicated visitor spaces – which is a surplus of 72 from the 363 required.
The report says a number of pre-lodgement meetings with the council and State Assessment and Referral Agency have taken place, dating back to 2022.

The application triggers state referral because it involves more than 200 dwellings and is 25m from the state-controlled Sunshine Motorway.
Acoustic fencing and landscaped earth mounds up to 3.8m in height will be used to mitigate noise impacts from the nearby motorway and new road corridors.
Six distinct townhouse types are proposed, including dual-key layouts and terraces, designed to appeal across age and lifestyle demographics. All but 16 of the 206 dwellings will have a private courtyard, with the remaining first-floor two-bedroom units to have front-facing balconies.
“This new site will introduce much-needed housing to a market currently under significant pressure,” Azure director Trent Keirnan said.

The report acknowledges that the proposal exceeds the maximum site coverage allowance (41.75 per cent compared with the permitted 40 per cent), and that the proposed residential density of 64.75 equivalent dwellings per hectare is more than the 30 to 50 allowed.
“The residential density of the ultimate development is consistent with the character of the area, and thus is considered to be an appropriate outcome for its setting,” it states.
Azure’s website says it has operated since 2014 and has completed 29 residential projects across South-East Queensland. It says it has a pipeline of projects worth more than $2 billion.

Project development manager Tom Barker said the venture would be Azure’s first on the Sunshine Coast.
“We see it as the beginning of a broader commitment to the area, particularly within Buderim and Sippy Downs, where strong growth prospects, established amenity and ongoing infrastructure investment offer significant appeal to both our customers and investors,” he said.
Subject to council approval, Azure intends to commence construction in the first quarter of 2026, with the project to be delivered in stages.
“The extension of Goshawk Boulevard remains under negotiation with Sunshine Coast Council; however, Azure is targeting its delivery to align with the completion of the project’s first residential stage,” Mr Barker said.
The report says the site is in the medium density residential zone and the application is code assessable.
